Carlos San Basilio Marks 20 Months Leading Spain’s Market Regulator

Carlos San Basilio, 61, has reached the 20‑month milestone as head of Spain’s securities watchdog, the Comisión Nacional del Mercado de Valores (CNMV). In his first interview since taking office, he reflects on a career that spans public finance, European institutions and private banking.

Early Career and Public Service

San Basilio built his reputation in the Treasury, serving as both director general and secretary general under governments of differing political stripes. He later directed the national wealth fund and the state‑owned development bank Cofides, gaining deep insight into Spain’s fiscal architecture.

European and Private‑Sector Roles

His résumé includes senior posts at the European Investment Bank’s Middle‑East Development Division and the European Bank for Reconstruction and Development, followed by a stint as executive director of the private firm MTS. These experiences gave him a panoramic view of both supranational finance and market‑driven enterprises.

Taking the Helm at CNMV

Appointed in 2025, San Basilio entered the role amid the turbulent BBVA‑Sabadell merger, a period he describes as “volcanic.” His measured, technical style has helped steady the regulator while maintaining credibility across the financial sector.

Looking Ahead

As he continues his tenure, San Basilio stresses the need for vigilance against social‑media‑facilitated fraud and reaffirms the CNMV’s commitment to transparent, resilient markets.
