Spain Tightens Rules on Seasonal Rentals, Demands Proof of Temporary Use

Spain’s housing ministry is cracking down on short‑term rentals, insisting they prove the stay is truly temporary or be reclassified as permanent homes. The move was a key goal in two royal decrees approved by the cabinet on Tuesday, after Minister Isabel Rodríguez warned that the 2023 housing law left loopholes that let landlords dodge rent caps and other protections meant for long‑term tenants.

The government says many so‑called seasonal lets are actually covering ongoing housing needs, undermining the spirit of the law. A forthcoming regulation will spell out the new proof requirements, aiming to curb abuse and restore fairness in the rental market.
