Indian Government Moves to Integrate Startups into Public Procurement

The Indian government is developing strategies to leverage public procurement processes to support domestic startups. Officials from the Department for Promotion of Industry and Internal Trade (DPIIT) announced the initiative during a curtain-raiser event for the National Startup Awards 6.0 on Tuesday.

Key Takeaways

  • Procurement focus: DPIIT is collaborating with various agencies to improve early market access for startups through government procurement channels.
  • Reducing barriers: Officials acknowledged that despite existing relaxations to General Financial Rules (GFR), many startups struggle to navigate the complex procurement system.
  • Inter-ministerial collaboration: The department is working with the Ministry of Finance, the Department of Public Enterprises, and the MSME ministry to streamline these processes.
  • Addressing information gaps: The government aims to resolve information asymmetry to ensure startups are aware of and can utilize available benefits.
  • Startup growth: India’s startup ecosystem has expanded to over 250,000 entities, with more than 50% located in tier-3 or smaller cities.

Expanding Government Support

DPIIT Secretary Amardeep Singh Bhatia stated that beyond government efforts, the private sector must increase initiatives to integrate startups into their supply chains. The current focus remains on providing startups with early access to demand, which is critical for their initial growth phases.

DPIIT Additional Secretary Ateesh Kumar Singh noted that while circulars and GFR relaxations exist to ease entry into government procurement, the practical application of these benefits remains a hurdle for many entrepreneurs. “We are also trying to address challenges in our existing system. This is ongoing work, and we will come up with a new framework,” Singh said.
