The Indian government has officially notified the formation of the National Social Security Board for Unorganised Workers and Gig and Platform Workers. This body will oversee the creation and implementation of welfare schemes for workers operating outside traditional employment structures.
Establishing the Framework
The Ministry of Labour and Employment announced the board’s creation under the Code on Social Security. The initiative aims to integrate digital gig and platform professionals into the country’s formal welfare system. Gig workers are defined as individuals earning income outside traditional employer-employee relationships, while platform workers are those engaged through online platforms.
Operational Mandate
The Union Minister for Labour and Employment will preside over the board. Membership includes representatives from central and state governments, aggregator companies, employers, civil society organizations, and various worker unions. According to the ministry, the board is required to meet at least three times annually to ensure the consistent administration of welfare programs.
Monitoring and Recommendations
The board’s primary responsibilities include recommending targeted welfare schemes to the central government. It will also monitor the implementation of existing social welfare programs and review expenditure from relevant funds. Furthermore, the board will oversee record-keeping functions at the state level and provide advisory support on matters related to the Code on Social Security.
Why it matters: This development creates a formal mechanism to address the social security gap for millions of informal workers in India. By establishing a dedicated board to design and monitor welfare schemes, the government aims to provide a safety net for a workforce that has historically lacked access to traditional labor protections.
