Spanish Tax Inspectors Call for Overhaul to Protect Agency Independence

Call for Reform Amid Internal Crisis

Spain’s State Association of Tax Inspectors (IHE) declared this week that the national tax agency is facing the most severe crisis in its history. During the organization’s 36th annual congress in Toledo, members warned that the agency risks losing the structural integrity it has maintained since its founding in 1992.

The association stated that the State Tax Administration Agency (AEAT) has suffered a significant loss of prestige and independence. Inspectors attributed this decline to persistent political interference, the unauthorized leaking of confidential taxpayer data, and a defensive communication strategy that has left the institution vulnerable to public criticism.

To address these concerns, the group is demanding a comprehensive restructuring of the agency. Central to their proposal is the urgent approval of a formal statute, a legislative framework that has remained pending for over three decades. Inspectors argue that this legal foundation is necessary to insulate the agency from external pressures and ensure its operations remain impartial.

Legislative Stagnation and Future Oversight

The IHE emphasized that the current environment prevents the agency from functioning as originally intended. By failing to implement the long-delayed statute, the organization remains susceptible to political shifts and administrative mismanagement, according to the association’s leadership.

The inspectors concluded the congress by reaffirming their commitment to the agency’s original mission, though they warned that without structural changes, the institution’s ability to enforce tax law effectively may continue to erode. They called on policymakers to prioritize the agency’s autonomy in the upcoming legislative cycle to restore public confidence in the tax system.
