Egypt Approves Major Private-Sector Infrastructure Projects

Expanding Public-Private Partnerships

Prime Minister Mostafa Madbouly gathered government officials on Sunday to finalize a new strategy for the country’s infrastructure. The meeting of the Higher Committee for Public-Private Partnership (PPP) Affairs focused on integrating private investment into critical service sectors, ranging from water treatment to energy distribution.

Atef Hanoura, an adviser to the finance minister, presented proposals coordinated by the ministries of housing, planning, transport, and local development. The committee greenlit three primary projects for tender preparation: a seawater desalination plant in Suez, an industrial wastewater treatment facility for the El-Raswa Industrial Zone, and the operation rights for the Hadayek El-Assema transformer station.

The Suez desalination facility is designed to process one million cubic metres of water per day across two phases. Meanwhile, the El-Raswa industrial plant will handle 35,000 cubic metres daily in its initial stage. The committee will oversee each project in compliance with Law No. 67 of 2010 to ensure regulatory adherence before official tendering begins.

Addressing Industrial Environmental Impact

Beyond these primary initiatives, officials approved the tendering of four dedicated industrial wastewater treatment plants. This program aims to mitigate environmental damage caused by industrial byproducts across several governorates.

The approved sites include:

  • Amreya Industrial Zone, Alexandria: 20,000 cubic metres daily capacity.
  • Abu Rawash Industrial Zone, Giza: 20,000 cubic metres daily capacity.
  • Wadi El-Natrun Industrial Zone, Beheira: 15,000 cubic metres daily capacity.
  • El-Raswa Industrial Zone, South Port Said: 35,000 cubic metres daily capacity.

Madbouly stated that the government remains committed to expanding private sector participation to foster sustainable development. The committee plans to continue refining the governance framework to support these partnerships in the coming months.
