Egypt to Host 2026 African Tax Administration Forum Meetings

Cairo will host the African Tax Administration Forum’s (ATAF) 2026 Annual Meetings from Nov. 1-5, bringing together tax authorities from across the continent to discuss domestic resource mobilisation, tax system modernisation and international tax cooperation.

Egyptian Tax Authority (ETA) head Rasha Abdel‑Aal said the five‑day event will provide a platform for African countries to exchange experiences, address common challenges and explore practical ways to boost revenue collection for development priorities.

Abdel‑Aal noted that the hosting aligns with Finance Minister Ahmed Kouchouk’s directive to draw on successful African and global practices to strengthen tax administration, improve workforce capabilities and support reforms aimed at better service delivery, simplified procedures and greater taxpayer trust.

Key agenda items

The programme covers domestic resource mobilisation, revenue enhancement, international tax cooperation, institutional and digital transformation and capacity building. It will consider the varied economic conditions and institutional capacities of participating nations.

Sessions will examine developments under the United Nations Framework Convention on International Tax Cooperation and the role of African states in global debates on taxing rights. Other topics include combating illicit financial flows, tax transparency, beneficial ownership, information exchange and enforcement capabilities.

Additional discussions will focus on tax equity, public trust, debt sustainability, fiscal space, governance of tax incentives, taxation of extractive industries, natural resources and the digital economy.

Cooperation and reforms

Abdel‑Aal said many challenges facing African tax administrations require coordinated approaches. She expects the meetings to foster experience sharing and enhance collective capacity to address emerging tax issues while ensuring African perspectives are reflected in international forums.

Modernising tax administration, institutional reforms and capacity building will be central to the dialogue, with an emphasis on digital tools and workforce development.
