Developers Warn Rental Market Slowdown After New Housing Decrees

Spain’s real‑estate developers are sounding the alarm after the cabinet approved two new housing decrees, known as the Maricarmen measures. The industry lobby, APCE, says the rules miss a crucial amendment to the Land Law that would free up thousands of stalled projects.

  1. On Wednesday the APCE chief, Xavier Vilajoana, criticised the decrees for not addressing the land‑law bottleneck.
  2. He explained that without the amendment, many construction sites remain frozen, delaying new homes.
  3. Vilajoana warned that investors planning to rent out newly built units are now reconsidering.
  4. Within 48 hours, the lobby received dozens of messages from developers saying they will switch from renting to selling the apartments.

In short, the new rules could turn a wave of future rentals into a wave of sales.
