Spain’s new housing decree includes several popular provisions, but they won’t roll out nationwide right away.
- Restrictions on renting a flat by the room at a price higher than the whole‑unit rent are set to take effect only where regional governments have labeled the rental market as “tensioned”.
- Extra charges for tourist rentals and, in some cases, for vacant homes will follow the same rule.
- Tax breaks for landlords who lower rents are also tied to those regional declarations.
- So far, only Catalonia, the Basque Country, Navarre, Galicia and Asturias have declared tension zones, meaning the measures stay regional, not national.
Other parts of the decree will still apply across Spain.
