Egypt’s IDA to Streamline Industrial Building Permits Starting November

The Industrial Development Authority (IDA) in Egypt is implementing a new procedure to accelerate the issuance of building permits for industrial facilities. The changes, coordinated with the Egyptian Insurance Pool for Civil Liability against Construction Risks, aim to reduce bureaucratic overlap and simplify the approval process for investors.

November 1, 2026

The new regulatory framework takes effect on this date. Under the updated system, the Decennial Insurance Pool will begin accepting structural design files only after the IDA has officially approved the corresponding architectural drawings. The IDA retains responsibility for reviewing architectural designs and issuing the final permits for industrial projects.

Nahed Youssef, chairperson of the IDA, stated that the initiative is part of a broader Ministry of Industry strategy to eliminate duplication in the review process. The ministry previously implemented a 90% reduction in estimated construction costs used to calculate insurance requirements. This adjustment exempted many small and medium-sized enterprises from certain insurance policy submissions.

For larger projects still requiring insurance coverage, investors must now submit a copy of their IDA-stamped architectural drawings along with an official letter confirming the authority’s approval. This documentation ensures alignment between structural designs and architectural plans, preventing redundant technical reviews by both the IDA and the insurance pool.

Files submitted to the insurance pool prior to November 1, 2026, will proceed under existing protocols to prevent delays for ongoing projects. Investors are directed to the IDA headquarters in the Fifth Settlement, which hosts a branch of the insurance pool, to manage these filings.

Status of Industrial Permitting Reforms

The updated mechanism follows directives from Minister of Industry Khaled Hashem to modernize the industrial licensing system. By synchronizing the review processes between the IDA and the insurance pool, officials aim to shorten wait times for industrial development approvals.
