Egypt Boosts African Trade Ties via Pan-African Payment System Expansion

CBE Governor Leads Push for Seamless Intra-African Payments

In a significant move to reshape the continent’s financial landscape, the Central Bank of Egypt (CBE) is intensifying its commitment to the Pan-African Payment and Settlement System (PAPSS). Governor Hassan Abdalla recently represented Egypt at the 14th meeting of the PAPSS Governing Council in Nairobi, where discussions focused on accelerating the adoption of the network and fortifying the infrastructure required for frictionless cross-border transactions.

The high-level meeting, held on the sidelines of the Association of African Central Banks’ annual gathering, brought together financial leaders to address the critical challenges of regional trade. As a member of the Governing Council—the system’s supreme regulatory body—Governor Abdalla is at the forefront of efforts to increase the number of participating central and commercial banks across Africa, ensuring robust governance and risk mitigation.

Breaking Down Barriers to Continental Trade

Since officially joining the network in November 2024, Egypt has been aggressive in its pursuit of financial integration. The CBE’s strategy centers on a flexible business model that empowers Egyptian commercial banks to participate directly in the system. This shift is transformative for regional trade, offering several key advantages:

  • Elimination of Intermediaries: Banks can now fund and execute regional transactions without relying on third-party settlement agents.
  • Reduced Currency Pressure: By facilitating transactions in local currencies via a net settlement mechanism, the system alleviates the heavy demand for US dollars.
  • Cost and Efficiency: Significant reductions in processing times and transaction fees make intra-African trade more accessible and competitive.

“The Central Bank of Egypt remains committed to providing the necessary regulatory support to facilitate the seamless participation of Egyptian banks,” the bank stated, emphasizing its proactive role in supporting financial institutions that have expressed interest in integrating with the network.

The Strategic Importance of PAPSS

Launched by the African Export-Import Bank (Afreximbank), PAPSS is designed to be the backbone of the African Continental Free Trade Area (AfCFTA). The system aims to harmonize the fragmented payment landscapes that have historically hindered economic growth across the continent. By creating a unified, secure, and efficient channel for payments, PAPSS is effectively bridging the gap between historical economic ties and modern financial demands.

Looking ahead, the CBE is not stopping at basic settlement services. The central bank is currently evaluating an expansion of its service portfolio within the ecosystem, including:

  • PAPSS Card Integration: Exploring potential adoption to streamline retail and consumer-facing payments.
  • PAPSS Marketplace: Assessing opportunities to leverage the digital marketplace to connect Egyptian businesses directly with regional suppliers and buyers.

As the Governing Council works to strengthen internal oversight and expand its participant base, Egypt’s active participation signals a major shift in the nation’s foreign economic policy. By prioritizing African financial integration, the CBE is not only safeguarding its own economic interests but is also helping to build a more resilient and self-reliant financial architecture for the entire continent.
