FRA Hosts Media Workshop
The Financial Regulatory Authority (FRA) held a workshop for economic journalists to detail upcoming developments in the non-banking financial sector, specifically the introduction of short selling on the Egyptian Exchange (EGX). FRA Chairperson Islam Azzam led the session, which aimed to improve media understanding of capital markets, insurance, and non-banking finance.
During the briefing, Azzam emphasized the necessity of accurate reporting to combat misinformation and rumors. He stated that journalists play a critical role in informing the public about safe investment options regulated by the authority. Azzam urged media professionals to prioritize fact-checking and consult official sources, particularly given the rapid spread of information on social media.
New Short Selling Framework
The core of the workshop focused on the operational mechanisms for short selling, a practice expected to launch on the EGX within the coming weeks. Azzam provided an overview of the regulatory framework established by FRA Board Decision No. 155 of 2026. This regulation aims to resolve long-standing obstacles that previously prevented the implementation of short selling in the Egyptian market.
The presentation detailed the centralized securities lending system managed by Misr for Central Clearing, Depository and Registry (MCDR). Key aspects of the new framework include:
- Defined rights and obligations for all participating parties.
- New safeguards to encourage market competition and incentivize securities lenders.
- Mechanisms for monitoring lending offers to ensure transparency.
- Specific procedures for brokerage firms regarding the management of open positions.
Azzam noted that the FRA expects the introduction of short selling to improve pricing efficiency and contribute to market balance when used alongside margin trading.
