Telefónica to End Universal Telecommunications Service in 2027

Telefónica will cease its role as the state-designated operator for universal telecommunications services in Spain starting January 1, 2027. This decision follows a regulatory review process involving national government bodies.

October 5, 2023

The Ministry for Digital Transformation and Public Function initiated a regulatory procedure to evaluate the future of the universal telecommunications service obligation. This step marked the beginning of the formal assessment process to determine whether Telefónica would continue its designation as the provider for these essential services.

The Regulatory Review

Following the ministry’s initiation, the National Commission on Markets and Competition (CNMC) conducted an analysis of the proposal submitted by the Secretariat of State for Telecommunications and Digital Infrastructures. The commission assessed the impact and legal framework of ending the current designation.

The Final Determination

The CNMC issued a favorable report regarding the proposal to terminate Telefónica’s role. With this regulatory hurdle cleared, the transition is set to conclude, ending the company’s long-standing obligation to provide these universal services as designated by the state.

Current Status

Telefónica remains the designated operator until the end of 2026. The regulatory framework for universal service in Spain is now transitioning toward the 2027 deadline established by the government.

Why it matters: This change marks a significant shift in Spain’s telecommunications landscape, as the state moves away from relying on a single designated provider for universal connectivity, potentially opening the market to new models of service delivery.
