Deyaar Urges Full Cost Disclosure to Boost Transparency in Egypt’s Real Estate Market

Dubai-based Deyaar Construction and Development called for mandatory disclosure of all property ownership costs in Egypt, saying buyers need a complete financial picture before signing contracts.

Key takeaways

  • Full cost breakdown needed: Buyers should receive details on purchase price, instalments, handover specs, finishing, maintenance and service fees.
  • Separate fixed and variable charges: Developers must distinguish between permanent expenses and estimates that may change over time.
  • Standardised summary proposed: Deyaar suggests a pre‑contract document covering unit size, specifications, payment schedule, ownership and usage costs, and variable charge calculations.
  • Transparency improves confidence: Clear information is expected to help families plan finances, allow investors to gauge realistic returns and reduce disputes.
  • Competitive advantage shifts: With consistent disclosures, competition could move from advertised price alone to overall value and quality.

Call for comprehensive information

Hany Farag, chairperson of Deyaar Construction and Development, said the decision to buy a home is “life‑changing” and warrants a complete cost breakdown. He noted that current practice often limits buyers to the advertised price, omitting instalment schedules, handover specifications and ongoing fees.

Proposed pre‑contract summary

Farag outlined a financial and technical summary to be provided before any contract is signed. The document would list the unit’s area, detailed specifications, payment and handover timelines, ownership and usage expenses, and a method for calculating variable charges.

Benefits of greater disclosure

According to Farag, transparent disclosures would enable families to plan budgets more accurately and give investors a realistic basis for assessing returns. He added that clearer information could lower the risk of disputes over specifications and additional costs, and foster competition based on true value rather than price alone.

Why it matters:

Enhanced cost transparency can protect Egyptian homebuyers from hidden expenses, support more informed investment decisions and strengthen trust in a market that is vital to the region’s economic growth.
